Important Fish and Wildlife Update: Cephalopods Exempt from F&W Import License and eDec Requirements Effective July 23, 2026
Dear Valued Customers and Partners,
We would like to share an important regulatory update from the U.S. Fish & Wildlife Service (USFWS) regarding the importation of cephalopods. The USFWS recently issued a final rule clarifying that cephalopods are included within the regulatory definition of shellfish, eliminating certain import and export requirements previously associated with these products.
Effective July 23, 2026, cephalopods such as Octopus, Squid, Cuttlefish, Nautilus and other cephalopod species will be considered shellfish under USFWS regulations and will therefore be exempt from Fish & Wildlife import license and eDec filing requirements.
According to Fish & Wildlife in Los Angeles (LAX), octopus imported nationwide will no longer require declaration to Fish & Wildlife beginning July 23, 2026.
What are Cephalopods?
Cephalopods are a specialized group of marine mollusks characterized by bilateral symmetry, a prominent head, and arms or tentacles that evolved from the primitive molluscan foot.
Common Examples:
Octopuses – Bottom-dwelling animals with eight arms, no internal shell, and remarkable intelligence.
Squids – Fast-swimming predators with eight arms, two feeding tentacles, and a thin internal shell known as a pen.
Cuttlefish – Marine predators with ten appendages, W-shaped pupils, and an internal shell called a cuttlebone.
Nautiluses – Ancient cephalopods that retain a fully developed chambered external shell.
Important Reminder:
If you are uncertain whether a product qualifies as a cephalopod or whether an exemption applies, we strongly recommend confirming with your local Fish & Wildlife office before shipment.
